The Southern Peninsula Basketball Association (SPBA) is proud to be part of the Basketball Victoria family, following all BV Policies and Procedures to ensure a safe, fair, and enjoyable basketball experience for everyone.

We’re dedicated to running quality competitions and programs that bring our community together.

Whether you’re a player, referee, coach, volunteer, staff member, board member, or part of a club competing under the SPBA banner, we ask that you respect and follow the policies below – they help keep our game strong and our community connected.

The SPBA Domestic Competition is the heart of our basketball community, offering players of all ages and skill levels the chance to enjoy the game in a fun, inclusive, and well-organised environment. PENINSULA TRIBUNAL
The Peninsula Tribunal is a collaborative partnership endorsed by Basketball Victoria connecting the Frankston, Mornington, Chelsea, Southern Peninsula and Western Port Basketball Associations. The tribunal panel is an independent entity managed under Basketball Victoria tribunal By-Laws.

If a child is in immediate danger, call 000. Then notify the CSO/GM.

If you’re worried about a child today

  1. Make safe: remove any immediate risk; stay with the child.

  2. Report it: tell the CSO/GM as soon as possible (same day).

  3. Record it: complete the Child Safety Incident Report (factual, no opinions).

  4. Respect privacy: share only with those who need to know.

How we handle concerns (the four actions)

  • Respond: ensure safety; first aid if required; separate parties.

  • Report: to the CSO/GM and relevant authority where required.

  • Contact: follow advice on who should speak with parents/guardians.

  • Support: offer age-appropriate support and referral; create a short safety plan if needed.

Safer people (recruitment & screening)

  • All child-related roles are assessed and require:

    • Valid WWCC, identity check, and two referee checks.

    • Role descriptions that include child-safe responsibilities.

    • Induction covering BV Child Safe Policy and SPBA practices.

  • Ongoing requirement to disclose any changes affecting suitability to work with children.

Safer conduct (boundaries we expect)

  • No sexualised behaviour, harassment, bullying, or favouritism.

  • Keep language respectful; never humiliating or discriminatory.

  • Avoid 1-to-1 unsupervised situations; keep doors open/others present where practicable.

  • Physical contact only when necessary and appropriate (e.g., first aid), never in genital/buttock/breast areas.

  • Online comms: use team/group channels; copy a parent/guardian for minors; no private DMs.

  • Images/video: only in a basketball context, appropriately dressed, with organisational awareness and parental consent where required. No posting identifiers if it risks the child’s safety.

Safer programs (supervision, transport, change rooms)

  • Active supervision at trainings/games; know who is responsible at all times.

  • Drop-off/pick-up: publish clear start/finish times; never leave a child unattended; escalate late pickups.

  • Transport: no transporting children without prior parental consent and manager approval (except emergencies).

  • Change rooms: two-adult rule where practicable; respect privacy; no adults in change room when children changing, no phones/cameras while children are changing.

  • Overnights/events: written parental consent, approved plans, and child-safe ratios before travel.

Safer environments (venues & events)

  • Child-safe signage visible (how to raise a concern + key contacts).

  • Identify risky spaces (isolated rooms, change areas) and manage access/visibility.

  • Event plans consider age-appropriate supervision, medical/first-aid coverage, and pick-up points.

Training & communication

  • Mandatory induction plus annual refresher for staff, coaches, managers, refs, and regular volunteers.

  • Short, seasonal toolbox talks for teams (how to get help, who to talk to).

  • Parents receive a one-page “What to expect” summary each season.

Records & review

  • Maintain WWCC register, role assessments, induction/training logs.

  • Keep incident reports secure and confidential.

  • Annual review of child-safe practices and updates following any significant incident.

This document is designed to be displayed at all stadiums to inform entrants about behavioural standards and requirements.
